What type of Investor sets up at BIIP and why?

Manufacturing and international services are the main activities eligible to set up in the BIIP. These companies typically target the Saudi Arabian Market and quite possible already do business with the Middle East, either in the form of manufacturing or trading and distribution.

What is the application procedure?

There are two stages to the application process. Stage 1 involves the submission of an application form along with a business plan for project approval. Stage 2 is initiated once project approval has been granted and involves organizing a Site Survey, an Environmental Assessment of the project and the payment of an administration Fee. The final industrial license is obtained and the lease agreement signed. Once the lease has been signed, the company must then proceed to obtain a building permit to commence construction.

What documents do I need to submit when applying?

Stage 1 of the application process involves the submission of the following documents:

  1. a completed BIIP application form 
  2. a preliminary industrial license
  3. a copy of the applicant’s CPR / passport
  4. an outline business plan
  5. Preliminary site development plan

Is there an employee housing facility at the BIIP or are there plans to construct one?, alternatively, is it possible for an Investor to construct employee housing in their facility on the Park?

There will be no living quarters of any kind allowed on the Park or within the buildings. However, there is an employee housing village adjacent to the BIIP in Bahrain Investment Wharf, which will cater for approx. 6,000 employees at all levels.

There is no specific % to be met, the agreement is to gradually introduce Bahrainis to your workforce after the initial 5 year period.

What is the cost of labour (per head and per annum) for skilled (i.e. machine operator level) and unskilled workers?

What are the recruitment restrictions at the BIIP? How easily and quickly can visas be obtained?

There are no recruitment restrictions for approved companies setting up in the BIIP for the first 5 years. However, in relation to visas, the BIIP does not organize visas for companies, but once a company is approved we will help with the legal documentation / paperwork involved, and help try to push it through the system more quickly and efficiently. The One-Stop-Shop facility at the Park will help in relation to paperwork / documentation, etc. It is the Government who issues the visas and they have their own restrictions in relation to how many they issue and for whom.

 

How many visas can I expect to get at BIIP and what are the conditions?

It should be clearly understood and fully agreed that the exemption from implementing the standard Bahrainisation Policy, which approved projects receive at the BIIP, is specific to and only applies to those jobs that are based in the BIIP and the approved project and not for activities at any other company location the investor may have in Bahrain.

BIIP will only support a company in its application for work permits / visas after the company has received a building permit to proceed with the construction of its new facility. In the case of advanced units, once the lease has been signed.
